Mr. Monreal became the Assistant Administrator, International Operations (IO), in November 2024 after having served as the Deputy Assistant Administrator, IO, since March 2023.  Mr. Monreal is responsible for TSA’s international engagement strategy which is implemented by 27 TSA Representatives and the supporting European, Africa & Middle East, Asia, and Western Hemisphere bureaus.  Mr. Monreal’s additional responsibilities also include the management of the international’s mitigation operations program which includes the Preclearance Program, One Stop Security Pilot Program, and international capacity development.

Previously, Mr. Monreal served as the Director of TSA’s Transportation Security Sector Assistance Branch from July 2022 to March 2023. In this role Mr. Monreal was responsible in securing, managing, and implementing interagency agreements totaling over $15 million in support of transportation security assistance projects around the globe.  Through coordination with US Government interagency partners, Mr. Monreal ensured that international aviation security capacity building efforts enhance aviation security worldwide.

Mr. Monreal served as the TSA Attaché/Representative Rome, Italy from August 2017 to July 2022.  In addition to the U.S. transportation security representation to Italy, Mr. Monreal was the transportation security representative to Greece, Malta, Cyprus, the Balkan States, and Israel.  In this role, Mr. Monreal served as a subject matter expert to the represented countries on all matters relating to transportation security.

Before arriving in Rome, Mr. Monreal served as the Director/Deputy Director, Global Compliance, Arlington, VA, from July 2013 to July 2017.  Mr. Monreal was responsible for the management of six Regional Operations Centers (ROC) employing approximately 122 people around the globe tasked with the implementation of TSA’s Foreign Airport Assessment and Air Carrier Inspection Program. This congressionally mandated function ensured that risks were continually evaluated at approximately 300 international airports for flights to the United States.  Mr. Monreal was also responsible for the International Industry Representatives Branch, employing 19 representatives responsible for developing and maintaining a strong relationship with all foreign airlines with flights to the United States.

Prior to arriving in Arlington, VA, Mr. Monreal served as the Manager of the Frankfurt, Germany, ROC from July 2007 to July 2013; TSA Asia Pacific Director, from August 2005 to July 2007; Transportation Security Administration Representative/Department of Homeland Security Attaché London, England from April 2003 to July 2005; International Aviation Security Inspector, TSA/ Federal Aviation Administration (FAA), Frankfurt, Germany from July 2001 – April 2003; and a Civil Aviation Security Inspector, FAA, Dallas, TX, from June 1997 to July 2001.

Prior to his aviation security career, Mr. Monreal was a Special Agent for the Department of Defense, conducting background investigations to determine suitability for access to classified information for military and Department of Defense personnel.

Mr. Monreal is a graduate of the University of Texas at Arlington, with a Bachelor of Arts in Journalism.
