Executive Director Harlan Geer

Harlan Geer is the Executive Director for Strategy, Policy Coordination and Innovation (SP&I) where he also serves as TSA’s Chief Risk Officer, Chief Policy Officer, and Chief Evaluation Officer. He oversees the SP&I Strategy, Policy Coordination, Enterprise Risk, Investment & Evaluation, and Innovation Divisions and has a vital role in the Transportation Systems Sector Risk Management Agency as TSA’s principal on the Federal Senior Leadership Council.

Geer has held several key roles in the Department of Homeland Security (DHS). He served as a Counselor for National Security to the DHS Secretary, Senior Counselor for Counterterrorism and Cybersecurity for TSA Administrator Pekoske, Acting Assistant Secretary for DHS Legislative Affairs and Deputy Assistant Secretary for Legislative Affairs for the U.S. Senate.

Geer has an extensive background in the U.S. Senate where he spent 14 years in senior leadership roles. This includes the Senate Homeland Security and Governmental Affairs Committee Staff Director for the Federal Spending Oversight Subcommittee, Senior Cybersecurity Advisor to Sen. Maggie Hassan, Senior Professional Staff Member for the Senate Homeland Security and Governmental Affairs Committee, and Military Legislative Assistant to Sen. Tom Carper.

Geer has a master’s degree in security policy studies from George Washington University's Elliott School of International Affairs.
