Legislative Affairs - Assistant Administrator
Charles M. Makings
Charles Makings was named Assistant Administrator for Legislative Affairs in September 2021. In this role, Makings acts as the agency’s principal liaison with the U.S. Congress, and advises TSA senior leadership on all legislative matters.
Most recently, he was a Senior Consultant at Guidehouse LLC’s Public Sector. In that role, Makings worked closely with various government agencies on numerous project management, change management and communication projects.
Makings launched his legislative career working for Congressman Donald M. Payne, Sr. where he was responsible for homeland security, appropriation and transportation policy. Soon after the passing of Congressman Payne, Sr., however, Makings began working for his son, Congressman Donald M. Payne, Jr. as a Senior Legislative Assistant. During that time, Makings was responsible for the Member’s House Committee Assignments of Homeland Security and Small Business.
In the Spring of 2015, Makings continued his political career under the Obama Administration at the United States Department of Agriculture where he served as a Legislative Analyst in the Office of Congressional Relations and Deputy Director of Intergovernmental Affairs. His responsibilities included providing outreach to Members of Congress, local Mayors and Governors.
Charles was born in Washington, D.C. and received his Bachelor of Science in Public Administration from George Mason University.
