Deputy Executive Assistant Administrator

Chad Gorman currently serves as TSA’s Deputy Executive Assistant Administrator for Operations Support. Gorman is responsible for providing innovative solutions and processes to protect U.S. transportation systems and the traveling public. These solutions include assessing intelligence and threats related to transportation security; managing all TSA enrollment, vetting, credentialing and prescreening programs; developing and coordinating multimodal transportation security policy and programs; and strengthening operational capabilities to meet the TSA mission.  

Gorman served in various intelligence, counterterrorism, planning and operational roles for the Department of Homeland Security during the agency’s formative years. Prior to joining TSA’s Senior Leadership Team, Gorman spent over 13 years with the Federal Emergency Management Agency (FEMA) in several upper management positions. As the Acting Regional Administrator for FEMA Region 2, he oversaw a comprehensive multibillion-dollar portfolio, leading federal response and recovery efforts for New York and New Jersey after Hurricane Ida. Gorman also accelerated recovery efforts in the U.S. Virgin Islands and Puerto Rico after the storm through partnerships with both governors. In addition, Gorman served as Federal Coordinating Officer for FEMA’s Region 2 COVID-19 response.  

Appointed to the Senior Executive Service in 2017, Gorman provided employee-focused and mission driven leadership throughout his tenure with FEMA. He oversaw the implementation of critical safeguards and countermeasures to mitigate the nation’s top risks and threats, including leading the National COVID-19 Vaccine Task Force to expedite vaccine administration across the nation. Gorman also served in several executive positions within FEMA’s National Preparedness Directorate, leading FEMA’s efforts to achieve the National Preparedness Goal of making sure the nation is ready for all types of disasters and emergencies. He oversaw strategies to ensure a secure and resilient nation, with the capabilities to prevent, protect against, mitigate, respond to and recover from all threats and hazards.

Gorman has served in other key leadership positions that support the advancement of U.S. government policy and operational capabilities to manage and respond to imminent terrorism threats, including those involving weapons of mass destruction. Before joining DHS, Gorman served as a counterterrorism intelligence officer within the U.S. intelligence community. He was also a founding member of the DHS Secretary’s Advisory Group from 2020-2021 and is a recipient of several DHS and FEMA awards for leadership and team achievement. Gorman received his Bachelor of Arts from the University of Maryland at College Park and his Masters in Security Studies at the Naval Postgraduate School in Monterey, California. He is also a graduate of Harvard University’s John F. Kennedy School of Government Senior Executive Fellows Program.
