Brett Gunter

Brett Gunter currently serves as Assistant Administrator for Enterprise Support Operations Management. He provides leadership, direction, management and support for the operations and activities of Enterprise Support with specific focus on budget and financial management, resource management, policy coordination, communication and organizational performance measures.

During his tenure at TSA, Gunter has served in a number of operational and mission support leadership roles including three Assistant Administrator positions and the Deputy Executive Assistant Administrator of Enterprise Support. As the Deputy Executive Assistant Administrator, he oversaw human capital, information technology, acquisitions and procurement, technical and leadership training, real estate, and physical security for TSA’s 62,000 employees. He led the Enterprise Support workforce of 1,700 employees and managed the support services budget of $1.9 billion.  As the Assistant Administrator for Security and Administrative Services, he oversaw TSA’s Chief Administrative Officer and Chief Security Officer functions. Gunter was responsible for real estate services, occupational safety and health, and physical security at over 600 facilities nationwide. He was also responsible for the agency’s security clearance and re-investigation process.

As the Assistant Administrator for Training and Development, Gunter served as TSA’s Chief Learning Officer overseeing leadership, security, regulatory, law enforcement, and technical training for employees nationwide. He led the TSA Academy, Canine Training Center, Federal Air Marshal Service Training Center and created the TSA Leadership Institute implementing the agency’s first mandatory leadership training program for all levels of employees.

Gunter served in multiple senior leadership positions in the Federal Air Marshal Service overseeing a portfolio of law enforcement programs including the Insider Threat Program, Joint Vulnerability Assessments and MANPADS Program. He led Federal Air Marshal deployments worldwide and provided overall direction for TSA operations, incident management, emergency preparedness and continuity of operations.

His experience in DHS includes serving as the Director of National Training and Education at FEMA where he oversaw the Emergency Management Institute, Center for Domestic Preparedness, Naval Post Graduate School Center for Homeland Defense and Security, and the National Domestic Preparedness Consortium all providing technical and leadership training to the nation’s 2 million emergency responders and homeland security professionals.

Gunter’s military service includes assignments at SEAL Team Six, SEAL Team Five and Underwater Demolition Team Eleven.

He earned his Master of Science degree in National Resource Strategy from the Industrial College of the Armed Forces, with a concentration in transportation systems. Gunter was the 2016 recipient of the DHS Secretary's Exceptional Service Gold Medal for outstanding leadership in homeland security.
