Deputy Chief of Staff - Myung Kim

Prior to joining TSA, Kim was Acting Deputy Chief of Staff at the Federal Emergency Management Administration (FEMA) where she oversaw major initiatives to deliver strategic, enterprise-wide outcomes to meet mission and operational goals. She has extensive knowledge and expertise in strategic communications, high-level policy creation, and programmatic management. She managed various offices in the Office of the Administrator such as the DHS Center for Faith and Opportunity Initiatives, FEMA’s Executive Operations, the Office of Disability Integration & Coordination, and the Office of National Capital Region Coordination.

Kim began her career at FEMA in 2009 in the Response Directorate as a program analyst where she worked on revamping the Reservist program, a consolidated workforce review for the agency, and other disaster workforce initiatives. She served as the Director of Policy and Program Management for the Office of the Chief Human Capital Officer in 2013 where she spearheaded new and innovative human capital strategies and policies for the FEMA workforce such as focusing on policy, HRIT enhancements, and accountability. In 2017, Kim became a senior counselor for the FEMA Office of the Administrator supporting the Administrator from 2017-2019 through the historic 2017 Hurricane Season with Hurricanes Harvey/Irma/Maria, unprecedented wildfires, and the COVID-19 pandemic. Prior to joining FEMA, she worked in the private sector as an attorney and analyst.

Kim holds a Juris Doctorate from The Catholic University of America and a bachelor’s degree in English and Psychology from the University of Virginia. She graduated from the Excellence in Government Fellows Program in September 2015 and received the DHS Outstanding Service Medal in 2021 for her work on COVID-19 initiatives.
